Do you need an activity license in Mallorca? We take care of the preparation and registration of activity licences for different types of businesses.

We verify that the premises meet all the necessary requirements: that the activity is allowed in the area, that it complies with minimum dimensions and heights, has proper ventilation, meets accessibility regulations when required, and complies with fire safety standards. We also assess whether additional installation projects (electricity, gas, air conditioning, ventilation, etc.) are needed.

We handle the registration of the project with the local council and will inform you in each case what information is required. In most cases, we only need the owner’s details and signature on the municipal forms and project approval. If the premises require works or adaptations, we will explain what needs to be done and stay in contact throughout the process to ensure compliance.

This service is only available once the premises are owned or under a signed lease. We do not provide informal confirmations or preliminary viability assessments.

In some cases, in addition to the activity licence, your business may need additional permits from other authorities. These may include health, environmental or tourism authorisations, as well as municipal permits for public space occupation (terraces), alcohol sales, music or sound systems, signs, driveway access (vado), extended opening hours, or acoustic studies. What is an activity licence and why do I need one?
It is a mandatory municipal authorisation that allows you to operate a business in a specific premises. It ensures compliance with safety, health and environmental regulations.

Which activities require a licence?
Almost all commercial activities require an activity licence — such as bars, shops, offices or workshops. The complexity varies depending on the impact of the activity: it is simpler for low-risk businesses and more demanding for those requiring additional safety, health or environmental measures.

How long does it take to obtain an activity licence?
The timeframe depends on the type of business and the premises. In general, the technical project can be prepared within two to three weeks. If renovation works are required, a prior works notice must be submitted together with the project. Once the works are completed, the business can open with a responsible declaration, subject to possible inspections.

What documentation is required?
A technical project, plans of the premises and the municipal forms are required. We take care of preparing and submitting all the necessary documentation to ensure compliance and speed up the process.

Can I open before obtaining the licence?
Opening without a licence can result in fines or closure. However, it is possible to start operations by submitting a responsible declaration (+info), where the owner certifies having the technical project and all required documentation. This allows immediate opening, although the business remains subject to inspections.

Can I open my business anywhere?
It depends on local urban planning regulations. Some activities are restricted for environmental, land-use or community reasons. It is therefore necessary to check the compatibility of the premises before starting the process.

Can I carry out works while applying for the licence?
Yes. For significant modifications, a prior works notice must be filed, and municipal fees (not included in our fees) must be paid. The cost depends on the amount of debris or the size of the renovation. Once submitted and paid, work may begin after 15 days.

What types of municipal fees apply?
There are three main types of municipal fees:

  • Activity start fees: mandatory for all activities; depend on surface area and business type.

  • Works communication fees: applied when renovation works are carried out; calculated based on the project’s budget.

  • Installation registration fees: only required for specific installations (electricity, air conditioning, gas, fire protection).

Do I need a new licence if the premises already have one for the same activity?
Usually not. If the premises already have a valid licence for the same activity, a new one is not required. However, a change of ownership must be reported to the local council using the appropriate form.

How do I change the ownership of a licence?
A transfer notification must be submitted to the council, providing documents proving the change and ensuring that the original licence conditions remain met.

Do I need a licence if my business is not open to the public?
Yes. Even if no customers visit the premises, any business activity must comply with municipal regulations, so a licence is still required.

Can I transfer the licence to another location?
No. Each licence is tied to a specific premises. If you move, you must apply for a new licence.

What requirements must the premises meet?
The premises must comply with urban planning, fire safety, accessibility, ventilation, and, if applicable, acoustic insulation. Requirements vary depending on the activity and must be confirmed through a technical study.

How long does it take to obtain a driveway access permit (vado)?
The processing time depends on the local council, but it usually takes around three months.

Do I need to go to the Town Hall?
No. We handle all registration and documentation submissions. You will only need to sign the required forms and pay the municipal fees (we will send you the payment instructions).

Do I need to renew the licence?
Yes. In all municipalities of Mallorca, a technical review every 10 years is required. The report must be submitted to the local council to maintain validity. We take care of the review and submission for you.
