The self-protection plan analyses the risks associated with the activity, evacuation routes, fire protection measures, staff organisation, emergency procedures and the technical documentation required to respond correctly in the event of an emergency.

When a self-protection plan may be necessary:
A self-protection plan may be necessary when the activity has high occupancy, a large surface area, specific risks, public attendance, complex installations or conditions that require a detailed organisation of emergency response procedures.

What is a Self-Protection Plan?
It is a technical document that establishes how an activity, building, facility or event must be organised in order to prevent emergencies and respond correctly if they occur. It includes risk analysis, available protection measures, evacuation routes, staff organisation, action procedures and implementation and maintenance measures.

What is a Self-Protection Plan for?
It ensures that the activity has an organised response in the event of fires, evacuations, accidents or other emergency situations. Its purpose is to protect people, reduce risks, facilitate staff response and improve coordination with public emergency services.

What activities may need a Self-Protection Plan?
It may be required for activities with high occupancy, complex buildings, tourist establishments, educational, healthcare or sports facilities, car parks, industrial facilities, events, recreational activities, public assembly establishments or activities with specific risks. In Mallorca and the Balearic Islands, each case must be reviewed according to the applicable national and regional regulations.

Do all activities need a Self-Protection Plan?
No. Many small or low-risk activities do not require a full Self-Protection Plan. In those cases, basic emergency measures, evacuation plans or documentation included in the activity licence may be sufficient. Each case must be studied to determine whether a formal Self-Protection Plan or simpler documentation is required.

What is the difference between an emergency plan and a Self-Protection Plan?
An emergency plan is usually simpler documentation focused on how to act in an emergency. A Self-Protection Plan is more comprehensive: it analyses risks, protection measures, evacuation routes, internal organisation, action procedures, implementation, maintenance, drills and updates. For larger activities or activities with specific risks, the administration may require a formal Self-Protection Plan.

What basic documentation is needed to prepare the plan?
Normally, updated plans of the building or premises, a description of the activity, surface areas, expected occupancy, exits, evacuation routes, fire protection measures, risk areas, details of the owner and internal organisation details are required.

What installations and equipment must be defined in the plan?
The main installations that may influence an emergency must be identified, such as electrical panels, air conditioning systems, hot water production, boilers, gas installations, fuel tanks, lifts, technical rooms, machinery, chemical products, fire protection equipment and other relevant elements depending on the activity.

What inspections or certificates may be required?
Depending on the type of activity, it may be necessary to provide maintenance records for fire protection equipment, lift inspections, electrical OCA inspection reports, gas installation certificates, legionella control records, boiler inspections, fuel tank inspections and any other applicable regulatory documentation.

What emergency staff details are required?
To prepare the Self-Protection Plan, the owner must provide an updated list of the people responsible for the emergency organisation. This list must include, where applicable, the Emergency Manager, Intervention Manager, Intervention Team, Alarm and Evacuation Team, First Aid Team and Communications Centre Team, indicating name, position and contact telephone number.

Does the plan include emergency action procedures?
Yes. The Self-Protection Plan establishes action procedures for possible emergencies, such as fire, evacuation, accident, threat, utility failure, health emergency or other situations depending on the activity. It also defines what each responsible person or team must do, who coordinates the emergency, who notifies external services, who carries out the initial intervention, who assists with evacuation and who provides first aid.

Does the plan include evacuation plans?
Yes. The plan must include drawings showing evacuation routes, exits, fire protection equipment, risk areas, electrical panels, assembly points, access routes for external emergency services and other relevant elements depending on the case.

Is the Self-Protection Plan submitted to the administration?
It depends on the type of activity and whether it is required to have a Self-Protection Plan. In the Balearic Islands, mandatory plans must be registered with the General Register of Self-Protection Plans of the CAIB. In other cases, the documentation may form part of the activity file or be kept available at the establishment. We review the applicable procedure in each case.

Who can prepare a Self-Protection Plan?
It must be prepared and signed by a competent technician with knowledge of safety, evacuation, fire protection, technical regulations and emergency organisation. In the Balearic Islands, for Self-Protection Plans subject to regional registration, the technician must meet the requirements established by the regional regulations and be registered in the corresponding register where applicable.

Is it necessary to implement the plan after it has been drafted?
Yes. The plan should not remain merely as a document. It must be implemented in the activity by informing staff, assigning responsibilities, maintaining protection measures, correctly marking evacuation routes and periodically reviewing the planned organisation.

Are drills required?
Yes, when it is a formal Self-Protection Plan, drills must be carried out to check that the procedures work correctly and that staff know how to act. The frequency must be established in the plan itself and, in general, at least one annual drill must be carried out when required by the applicable regulations.

How often must a Self-Protection Plan be reviewed?
The Self-Protection Plan has indefinite validity, but it must be kept up to date and reviewed at least every 3 years. It must also be updated earlier if there are changes to the activity, the layout of the building, occupancy, installations, fire protection measures, exits, evacuation routes or internal organisation.

What is the difference between reviewing and updating the plan?
A review usually refers to a complete periodic check of the plan, especially when the maximum 3-year review period is reached or when significant changes occur. An update is used for minor changes, such as administrative details, change of owner, telephone numbers, responsible persons or other adjustments that do not substantially alter the activity or the self-protection measures.

Does the Self-Protection Plan replace the activity licence?
No. They are different documents. The activity licence or responsible declaration allows an activity to be carried out in premises or an establishment. The Self-Protection Plan organises prevention and response in emergency situations. In some cases, both procedures are related, but they are not the same.

Can I open an activity without a Self-Protection Plan?
It depends on whether the activity is required to have one. If the regulations require it, the plan and the corresponding procedure must be in place before starting the activity or at the time determined by the competent administration. In case of doubt, it is advisable to check this before opening, modifying or expanding the activity.

How long does it take to prepare a Self-Protection Plan?
The timeframe depends on the size of the building, the complexity of the activity, the available documentation and whether updated plans exist. For simple activities, it can be prepared within a few weeks, while complex buildings, high-occupancy establishments or facilities with specific risks may require more time.

Do I have to go to the administration or register anything?
Not always. If the Self-Protection Plan must be registered or submitted to the administration, we take care of preparing the documentation and completing the corresponding registration. In the Balearic Islands, mandatory plans are processed through the General Register of Self-Protection Plans of the CAIB.

Can I request only a review to find out whether I need one?
Yes. We can review the activity, the use of the building, the surface area, occupancy, installations, protection measures and general conditions to assess whether a Self-Protection Plan may be required or whether simpler documentation is sufficient.
